Napolitano wants a new electoral law at any cost. He’s “troubled” He’s even thinking about it while on holiday.

He’s sending urgent messages to the parties from Stromboli. After five years of silent assent to the “Porcellum” law, just as his seven-year-term-of-office is drawing to a close and just as the restricted final six months of his term of office is about to begin, he’s behaving like a newly appointed President of the Council. Napolitano is in a hurry, a big hurry. You can’t rule out that he’ll play the card of the message to the Lower House. He’s not giving an official explanation about what sort of electoral law he wants. And he couldn’t do that anyway.

What does Napolitano want? It’s possible to put forward conjectures and check if they are correct in a few months time. From now on, I’m going to call the new electoral law “Napoletellum”, in honour of the one advocating it.

It should eliminate the majority premium and, as a result, also the coalitions. Without this bonus certain fundamental objectives would be achieved. Among these, avoiding the possibility that the 5 Star MoVement gets a majority position if it
should happen to be a success. The same would be true for all the others. No party could govern on its own. The mechanism of the coalitions would become useless. What’s the point of forming a coalition if you can negotiate you political weighting after the event? Thus what would remain would be the great heap in the name of governability.

A government supported by PDL,

PDminusL, UDC (exactly as it is now), made up of technical people (exactly as it is now), with the supervision and the blessing of the office of the President of the Republic (exactly as it is now), a technical President of the Council who is “super partes” (Passera instead of Rigor Montis? exactly as it is now), with the blessing of supranational economic powers (exactly as it is now).

For the Quirinale Palace, there’ll just be such an abundance of choice between Monti and Ms Bonino, both of them perfect for the role of the Big Person Selling Off The Nation. What more do you want in life? A Napoletano? You’ll have that too! As a life senator, he won’t retreat from his daily task of issuing warnings and directives (exactly as he does now).

Perché’ Napolitano insiste così tanto sulla nuova legge elettorale?!

Napolitano vuole ad ogni costo una nuova legge elettorale. E’ “inquieto“. Ci pensa anche in vacanza. Invia messaggi di urgenza ai partiti da Stromboli. Dopo cinque anni di silenzio assenso dal Porcellum, la precedente legge elettorale denominata così dal leghista Calderoli, in dirittura di arrivo per la chiusura del suo settennato e alle porte del semestre bianco, si comporta come un presidente del consiglio appena nominato. Ha fretta Napolitano, molta fretta. Non è escluso che tenti la carta del messaggio alle Camere che fa’ sempre più’ colpo. Non spiega ufficialmente quale legge elettorale desideri. Né potrebbe.

Cosa vuole Napolitano? Si possono fare congetture e tra qualche mese verificare se sono esatte. La nuova legge elettorale che, in onore del suo fautore, chiamerei sin da ora Napoletellum, dovrebbe eliminare il premio di maggioranza e, di fatto, anche le coalizioni. Senza questo bonus si otterrebbero alcuni fondamentali obiettivi. Tra questi, scongiurare che il MoVimento 5 Stelle diventi maggioranza in caso di successo ( ecco un primo motivo nascosto). Lo stesso varrebbe per tutti gli altri, nessun partito potrebbe governare da solo. Il meccanismo delle coalizioni diventerebbe inutile.

A che serve coalizzarsi se si può negoziare in seguito il proprio peso politico? Quindi rimarrebbe solo la grande ammucchiata in nome della governabilità, si tornerebbe quindi alla prima repubblica, le vecchie logiche di: dividi et impera. Un governo sostenuto da Pdl, Pdmenoelle, Udc (proprio come adesso), composto da tecnici (proprio come adesso), con la supervisione e la benedizione della presidenza della Repubblica (proprio come adesso), un presidente del Consiglio tecnico “super partes” (Passera al posto di Rigor Montis? proprio come adesso), benedetto dai poteri economici sovranazionali (proprio come adesso).
Per il Quirinale ci sarà solo l’imbarazzo della scelta tra Monti e la Bonino, entrambi perfetti nel ruolo di Grandi Svenditori della Nazione. Cosa volete di più dalla vita? Un Napolitano? Avrete anche quello! Come senatore a vita non si sottrarrà ai suoi compiti quotidiani di monito e di indirizzo (proprio come adesso).
