Article 114 of the Italian Constitution states that “regions are autonomous entities with their own statutes, powers and functions according to the principles established by the Constitution.”
Article 117 outlines the powers of the State: “The State has exclusive legislative powers in the following areas: foreign policy and international relations of the State; relations of the State with the EU, asylum and legal status of citizens of countries not belonging to ‘European Union, immigration, relations between the Republic and religious denominations; defense and armed forces, state security, weapons, munitions and explosives, currency, savings protection and financial markets, protection of competition; currency system, taxation and accounting systems State; equalization of financial resources; organs of the state and their electoral laws, state referendum, election of the European Parliament; legal and administrative organization of the state and national public bodies, public order and safety, with the exception of the police and local government; citizenship, civil status and register; jurisdiction and procedural law, civil law and criminal justice administration; determination of the essential levels of services concerning civil and social rights that must be guaranteed throughout the national territory, general rules on education, social security, legislation election, governing bodies and fundamental functions of municipalities, provinces and metropolitan cities, customs, protection of national borders and international prophylaxis; weights, measures and timing, coordination of statistics and computer data of state, regional and local levels; intellectual property, protection of the environment, the ecosystem and cultural heritage. ”
Regions are autonomous bodies at all by the powers limited almost exclusively to health that is designed almost all of the budget expenditure, the rest goes to facilities, salaries, missions, promotion, costume parties, reimbursement of expenses. Le Regioni sono enti per nulla autonomi dai poteri limitati quasi esclusivamente alla Sanità a cui viene destinata la quasi totalità delle spese di bilancio, il resto va in strutture, stipendi, missioni, promozione, feste in costume, rimborsi spese. A capo di questi enti c’è il Governatore che taglia nastri di ospedali inutili ed ha come unico potere quello di indebitare la Regione. I debiti delle Regioni e delle Province autonome ammontavano al primo gennaio a più di 17 miliardi di euro (*), al primo posto il Lazio, seguito da Piemonte, Lombardia, Sicilia, Campania e Sardegna. Fatta l’Italia, sono stati fatti debiti degli italiani. Chi controlla le spese delle Regioni? La Corte dei Conti, i solerti giornalisti delle notizie post datate come è avvenuto nel Lazio, il Governo? Chi? L’Italia delle Regioni è la caricatura di uno Stato federale, la cui architettura è il parto di uno Stato ferocemente centralista. Una voce di spesa, un modo eccellente per finanziare i partiti allargando i portafogli di spesa a livello locale. Le Regioni nascono dalle profonde differenze tra i popoli della nostra Penisola. Sono a tutti gli effetti inutili. Vanno ripensate completamente con un reale trasferimento di poteri da Roma alle amministrazioni locali con un controllo della spesa da parte dei cittadini o eliminate.Tertium non datur. Il Lazio è solo l’inizio dell’apertura del vaso di Pandora e del recinto dei maiali.
Mentre Monti annuncia che potrebbe accettare un nuovo incarico, solo se richiesto dai partiti. Mentre il PD gareggia alle primarie, anteponendo vecchi furbi a nuovi furbi, mentre il resto dei partiti lucida le armi per le elezioni, c’è chi pensa che il paese sia ad un passo dalla catastrofe e non alla fine del tunnel come afferma il premier nei vari appuntamenti pubblici. La Grecia prima, la Spagna adesso, sono già in guerriglia urbana, quanto alla rivolta civile?! anche se le tv si peritano di mostrare “tutti i filmati”, sappiamo che la situazione è insostenibile. L’euro ha una situazione di stallo, retto dalla BCE, la quale con lo spauracchio del fondo salva-stati, sopportato dalla Germania, riesce a tenere calma la speculazione ma, fino a quando?
Serve il rilancio di una economia nuova, ripensata sulla sostenibilità civile ed ecologica, un’ economia che utilizzi fonti alternative energetiche meno care, dove la loro incidenza sul prodotto industriale non debba essere del 35% ma del 2% serve un cittadino nuovo che partecipa alla vita sociale del paese e ne determina le scelte ed il futuro.
