Pubblico questo interessante articolo perchè rappresenta una realistica analisi di un settore portante dell’economia italiana rimasto da troppo tempo fuori dalla considerazione di tutti gli addetti ai lavori, all’infuori che dagli oneri fiscali. Avrei voluto scrivere io qualcosa di simile, infatti mi identifico molto nel criterio analitico utilizzato, magari avrei usato meno sarcasmo del simpaticissimo Beppe, al quale invio i miei piu’ cordiali saluti scusandomi se da questo suo lavoro, riportato sul mio blog fedelmente, ho tolto solamente due o tre parole riferite al ministro Passera, per me fin troppo eccessive e che possono oltretutto distogliere dalla qualità e serità di questo lavoro svolto dal “promotore di idee” genovese ed ex comico nazionale Beppe Grillo.
L’argomento:
La piccola e media impresa è il vero motore portante dell’economia di un paese come l’Italia, fondatosi e sviluppatosi sull’eccellenza di piccole aziende artigiane che con il loro successo, determinato dalla loro impareggiabile manualità e creatività ne hanno fatto scaturire un brand divenuto un codice internazionale denominato “made in italy”. Questo codice rappresenta nel mondo uno standard di qualità “Q” tale che è sufficiente leggerlo in alcuni prodotti, da confortare l’acquirente al momento dell’acquisto a tal punto da comprare a scatola chiusa, qui trova il massimo esempio concettuale il “brand reputation”. Quindi se è vero che l’America controlla il mondo con le sue tecnologie belliche,
la Germania ed il nord Europa con le sue industrie meccaniche e automobilistiche pesanti, l’asia con la potenza produttiva,
l’Italia puo’ senz’altro dire di influenzare il mondo con la sua cucina, i suoi vini, il suo stile, la sua moda, i mobili ed il design. Tutto questo mondo, in grande sofferenza pero’, è articolato in una filiera di fornitori, produttori, piccoli artigiani, medie imprese che se non seguite nelle loro esigenze con la giusta attenzione moriranno per sempre con conseguenze indescrivibili per la nazione Italiana.

LE PICCOLE E MEDIE IMPRESE

La piccola e media impresa è fuori da qualunque agenda, da quella del Governo che si interessa solo di tasse, di spread e di finanza e che ha come ministro dello sviluppo il banchiere Passera. Da quella della BCE che vuole la sua libbra di carne e ci impone manovre recessive per salvare il valore del nostro debito pubblico, detenuto all’estero in prevalenza da Francia e Germania. Da quella della Confindustria dei grandi concessionari di Stato come Benetton per le autostrade, o la Marcegaglia che costruisce inceneritori con la tassa CIP6 sulla bolletta dell’ENEL. Dall’agenda della grande distribuzione che uccide le produzioni locali. E infine da quella dei sindacati che ormai rappresentano solo sé stessi.
La piccola e media impresa è fatta da eroi. Bisogna essere eroi per fare impresa in Italia, senza servizi, con tassazioni e balzelli medioevali e con uno Stato strozzino che non rimborsa 85 miliardi di euro scaduti alle imprese, ma chiede l’anticipo dell’IVA prima dell’incasso delle fatture emesse e interessi spaventosi per ogni ritardo nei pagamenti. Senza la piccola e media impresa l’Italia non solo fallirà, ma diventerà un deserto produttivo per decenni. Tutto ruota intorno alla piccola e media impresa: lavoro, gettito fiscale di impresa e dei dipendenti per lo Stato, indotto creato dalla rete dei fornitori, spesa sul territorio. Quando muore un’impresa è sempre una piccola catastrofe sociale. In Italia, ogni mese, lo Stato deve onorare circa 24 milioni tra stipendi pubblici e pensioni. Questa cifra enorme è garantita in gran parte dalla tassazione diretta e indiretta generata dalle PMI. Senza imprese la tassazione crollerà. Le PMI devono diventare la priorità di ogni azione di Governo, è una questione di sopravvivenza del Paese. Va abolito l’IRAP, una tassa iniqua che le aziende devono pagare anche se in perdita, vanno introdotti sgravi fiscali a investimenti innovazione, richiesta l’IVA solo a pagamento della fattura, rivisto il rapporto con il Fisco che da esattore deve diventare consulente d’impresa, aboliti gli studi di settore che impongono spesso pagamenti irrealistici, aiutato l’imprenditore in difficoltà con prestiti temporanei a basso tasso d’interesse, e chiusa Equitalia, il rapporto tra impresa e Stato deve avvenire senza intermediari. Le PMI sono il cuore del Paese, non la finanza, non le banche. Se il cuore non batterà più, il Paese morirà.
